filters 4 inputs into 1
Uses S (select) lines to pick which inputs pass
Uses AND gates to make sure that the wrong values don't pass through (if they were OR gates select line would not work and the wrong values would pass)
Uses an OR gate in the end to make sure that 0 is an output.
