Start when the key is inserted and the driver is starting the vehicle. Check if the seat belt for both the front seat passengers is connected or if only the driver is wearing the seat-belt and the other front seat passenger is not present. If these two conditions are not fulfilling raise an alarm and don’t allow to start the engine. use the concepts of flip flops .the first output is engine and second output is  alaram
