Why do I get a "Simulation stack exceeded" with a simple circuit (D latch + tri state buffer in a loop)?

If the initial state of the D latch or the tri-state buffer is not well-defined (for example, both outputs of the D latch being undefined initially), it can lead to conflicting states that the simulator cannot resolve.
